- SCSEP performance measures, 20 CFR 641.700-.710. CRIS matches national-program participant records against interstate wage data and returns aggregate employment outcomes through ETA.
- Lag
- CRIS-specific delivery lag NR. Measures concern employment in the second and fourth quarters after exit and second-quarter earnings; the observation period itself must elapse.
- Cost
- Per-request charge NR.
- Who may request
- Participating national-program grantees, including qualifying nonprofit SCSEP grantees; not arbitrary nonprofits.
Caveats
- WIOA wage matching is a state obligation, not a subrecipient right. WIOA wage matching is a state performance obligation, not a blanket right for every subrecipient to receive raw wages. Under 20 CFR 677.175, states use quarterly wage records and facilitate matching consistent with law. DOL's reporting guidance anticipates roughly one to two quarters of wage-data availability delay: fourth-quarter-after-exit outcomes therefore require substantially more than a year from exit. UI records also omit some employment, including self-employment; supplemental evidence may be necessary. Source
