This measure is divided in two tables: 1. Metric 5.1 – Clients entering in Emergency Shelter – Entry Exit, Emergency Shelter – Night-by-Night, Safe Haven, and Transitional Housing. 2. Metric 5.2 – Clients entering in Emergency Shelter – Entry Exit, Emergency Shelter – Night-by-Night, Safe Haven, Transitional Housing, and Permanent Housing. For both measures, start with the client’s earliest start date in any of the relevant project types during the report date range. Working backwards in time, determine if the client was active in any shelter (ES-EE, ES-NbN, SH, or TH) or housing project within 24 months prior to their earliest start date. If so, then the client is not newly homeless (cell C3). If not, then the client is newly homeless (cell C4).
