Caveats
- WIOA wage matching is a state obligation, not a subrecipient right. WIOA wage matching is a state performance obligation, not a blanket right for every subrecipient to receive raw wages. Under 20 CFR 677.175, states use quarterly wage records and facilitate matching consistent with law. DOL's reporting guidance anticipates roughly one to two quarters of wage-data availability delay: fourth-quarter-after-exit outcomes therefore require substantially more than a year from exit. UI records also omit some employment, including self-employment; supplemental evidence may be necessary. Source

(c) “The percentage of project participants who are in unsubsidized employment during the fourth quarter after exit from the project” is defined by the formula: The number of participants who exited during the reporting period who are employed in unsubsidized employment during the fourth quarter after the exit quarter divided by the number of participants who exited during the reporting period multiplied by 100.
